Direct answer
There is no universal best Tokyo area. Ueno is compelling for many Narita and east-side plans; Shinagawa for Haneda plus Tokaido departures; Shinjuku for west-heavy days; Tokyo Station for intercity launches; Asakusa for east-side neighborhood rhythm; Ikebukuro for northwest-focused plans. The wrong station side can overturn every broad recommendation.
